Custom Warp Plugin

I am currently using MyWarp (https://dev.bukkit.org/projects/mywarp ) for my player warp system. The only issue is that there are far too many warps and they're nearly impossible to navigate. I am looking to either customize the current plugin, or have a new one written. Basically the only addition I am looking for is some sort of expiration system. Like if a player hasn't been online for x amount of days, their warp will no longer be displayed as public. Or if the player hasn't paid a monthly fee, their warp will no longer be displayed as public. I would also like players to be able to tag their warps with certain tags such as "shop" or "casino" etc. The most IMPORTANT part of this project is that I need to be able to transfer my existing warps to the new plugin if a new one is created. Looking for experienced developer's only.

Budget: $50-75 depending if its an addon or entirely a new plugin.
