Custom Welcome Reward Plugin!

I just came up with a plugin idea if anyone is willing to make the plugin Id be really interested!

Basics:
I welcome reward plugin
When New players join the server And players say Welcome or welcome back they will be rewarded money wise I believe it would have to be a timed kinda thing to where they have 15-20 seconds to say welcome or welcome back​
