custom wordpress.org blog design/setup

So I don't exactly know what I'm looking for, or what I'm talking about...

...but I'm looking for someone to finish making my wordpress.org website. I bought the hosting from bluehost, connected to wordpress and looked through themes, and realized that everything is pretty over my head when it comes to customization.

I'm just looking for someone to make me a custom website (I have a sketch of the website, and the design/link structure, which I would give you) and you would be in charge of making my website completely usable and secure from there. This would involve adhering to every change that I would need to make, as well as making sure the site is not easily hacked or abused (this might involve plugins?).

Payment will be discussed on a case to case basis; keep in mind that I will be accepting the bid of the user who offers the lowest price combined with their reputation as a website creator. Payment will come at the end of the job in the form of a percentage of my future profits or a flat cash rate.
