Custom XenForo Theme and Permission Setup

Hi. I'm currently running a server with a decent player base, and very much need a good looking forums. I've already purchased a host and have purchased a XenForo license (currently using a free template) however I'm looking for some specifics. I need a custom theme (have some ideas/references in mind) and need permissions set up. I'm also in need of a homepage design. Amount of pay will be negotiable.
