Custom xp plugin

I want someone to code a plugin for me.
Description:

1- When we type /eventwand, we get a blaze rod. We right click a corner for pos1, and left click the other corner for pos2.
In this region that we just made (inside the 2 corners), xp will spawn after a configured amount of time.
EX: If someone is in there, he gets 2exp every 20 seconds (configurable in the config). Pvp is enabled in there.

2- /EventStart, to start the event. Only then, people that are in there get 2exp every 20 seconds.
3- /EventStop, to end the event.

Basically, when a player is in the region we set in the 1st point, he gets 2exp every 20 seconds he is in there. Pvp is enabled in there.
If the event isnt started and people get in the region, nothing happens.
Also, I want there to be a briadcasted message when someone walks in the region: "<player> is dominating the xp hill. Stop him."

To delete a region: /regiondelete
