Hey! I've been searching Spigot and MCM for ages now and I can't seem to find any decent custom enchants plugins. My other Owner and I have already purchased 2-3, which were all complete garbage and didn't work, so that was a waste of money. If you know of or have any good CE plugins, please let me know. Not looking for anything custom, also, preferably just a simple plugin with a GUI, tiers, and configurable names/lores etc. I'm not into the whole success/destroy and white scroll nonsense, thanks.

You can use AdvancedEnchantments (and disable the rates as well as whitescrolls)

I recommend CrazyEnchantments but it's decent you can just disable stuff you don't like.
