You should keep your database host local to your server host. If your server has to query a remote database several times a second (depending on what plugins you are using and the number of players you have, of course) you could see a lot of lag, even with a low latency. Bu if it's just LiteBans, it should be fine.
If you're using a VPS/dedi you can install the database and server software on the same machine. Otherwise you should ask your MC host if they offer database hosting locally.

No i dont have, i want only Database not webhosting and paying for that what im not useing.. I need "custom package" with only Database, unlimited bandwidth, space 5-40GB sdd etc.

The web hosting myself and others have linked provides the database hosting you're looking for. If I were to offer you just plain MySQL hosting it'd cost the exact same, so you're not paying extra for the things you aren't using. cPanel provided with most web hosting services has an extremely convenient way to manage your databases.
