For dedicated line you can expect 100% but as i said, everything can happen.
But you get my point. Why advertise 100%? Then It should be like "100% Uptime SLA" instead of gurantee. So that you will compensate. It's just too good to be true.

Virtual machines in a cloud. That's closer to 100% uptime then anything else.
I really trust Dedicated servers for uptime, when having virtualized machine anything can happen, getting DDoS attack on other machine on same node can get you offline too, so having dedicated port and resources should get you closer 100% from my point of view.Yep! Two problems I have with Hetzner is the fact that they charge 90 euro setup fees which is ridiculous and a lot of their IPs are blocked at a lot of places for example Discord. But after setup fees their prices are amazing and they give wonderful support and help a lot.Here

Uptime percentages mean literally nothing without a timeframe. xx% of uptime related to what? Apples? Cookies? Pancakes?
E.g 99% uptime for a year means your service will be up for at least 361 days which is actually really bad. 4 days of downtime? No thanks.
99% uptime in a single day means your service will be down for 25 minutes which is actually very bad too if you have this every day.
