If you're looking for 128gb of ram it'd probably be best to get two dedicated servers with high end CPUs and 64GB. Though you might not need to go that overkill especially if you're just starting out as many hosts us included offer good premium plans that have no overselling and have close to if not the same performance as dedicated servers without having to pay the massive expense for a dedicated server. Doing it this way can save you a great deal of money for roughly the same performance.
But if you really do want a dedicated server we have a plan that might be good for you.
Our best server the Coffee Lake plan has an Intel i7-9700 with 64GB Ram, 2x1 TB NVMe SSD, 1000Mbit/s of speed, and only costs $100/month.

I think you might be quite well off going to the data canters themselves if you want an unmanaged experience. If you want some pointers or guidance on which ones to choose, feel free to add me on discord LeNerd#6709
You could possibly do the development on your own computer and then when ready upload it to a server.
I prefer to just have a decent budget machine or 2 that I could put Pterodactyl onto since I have a budget vps right now that hosts the main panel currently and its connected to an Ryzen 7 3700X which I currently own through another host. So maybe there is a decent budget host with around 64 of ram or something.
Where exactly is this setup that you mention?
Off the bat could you recall how much the E-2286G would be worth? This is very interesting config which would be nice let alone the E3-1270v5/v6 is nice as well.
I already own a machine through ready2frag.

I'm happy with the Ryzen machine I own right now. Just wanna get a budget machine to just use a development one as well which I'm currently doing with the Ryzen right now where I'm doing most of the work on right now, but to have another machine used to config the minigames would be nice.
