Dedicated server or Mc hosting (Pebble hosting)

Hey all, I’m just wondering if I were to start a Bungee network with mini games etc what would be the best option? Dedicated sever hosting or Minecraft online hosting such as pebble hosting, I’m so confused as I don’t know much about dedicated servers but I know a lot of medium to large networks use them. Any response would be so helpful, if I were to start my server I would have 200-1500 dollar budget and wouldn’t mind hiring a system admin but yeah that’s all and thanks!
