Might be hard to get in EU with 32GB RAM, if US is an option if I were you id look for a provider in Dallas. That place is so dense with providers you can literally pickup a dedi for pennies on the dollar. You'll be good with a provide in the US playing in EU I'm sure some providers here have smart routing/bgp etc. If push comes to shove I have a 32GB v2 dedi id let go for the 70's price range.

We have EU Dedicated Server Hosting!
In my opinion, I'd recommend Intel Xeon E5-1620v2 Processor and it's really great for Minecraft hosting even big hosts uses that CPU, But you wanted a maximum budget of $40 which is impossible for that price and 32GB Ram.
If you are on a really tight budget, I'd recommend an Intel Xeon E3-1245v2 which costs $54.99 USD a bit over your budget but it's great for your price.
