So my server has a dedicated server located in Germany, Europe. We want to get better ping for places like America. I have a few questions.
  • Is it possible?
  • How do we do it?
  • How much would this all cost
I'm pretty sure this will be possible some how. There's always a way to everything I suppose.

Well, if you want better ping. Stuff has to be optimized from both sides (Server should already have a good, stable connection). The only possible way to change the ping at a big rate is by moving the server or the player's location

Even with a proxy it wont help to much because a us proxy connecting to a eu server its not going to help too much.

Would need to do something like eu proxy + eu server (like how a practice server does it)
and
us proxy + us server (same as before but in us)
Yeah that's what I was referring to, don't know if he wants to spread out and get more dedicated hardware though.

One way in which you can decrease ping times for EU players connecting to an NA box and vice versa is to have proxy locations known as Edge nodes, If you're doing this yourself then the first thing you need to make sure of is that your Edge nodes VPS/Machines have a low ping to your end server, There are hosts out there such as OVH that can offer quite low ping times between EU and NA. Once you've done that you'd want to either run HAProxy or Redisbungee on these Edge nodes to proxy traffic to your end machine.

Note; While this may not have a huge affect, Edge Nodes are used globally for things like websites.

Note II; TCPShield and other services do have similar things in place, TCPShield currently has Edge nodes, Cloudflare many more but they're a paid service for minecraft traffic.

Do you mean TCP Shield do a paid service for better "edge servers" because if they do we will just cop them haha
