So I added this guy on Skype and sold him a 2016 cape account. But I couldn't receive the email to reset the password so i just gave him the TID and told him to reset it. I provided proof that the email wasn't sending. Then I went to bed.

I wake up today, and I see that he filed a refund and when I asked him why, he said I was scamming him. Now I know usually you're supposed to get the account details along with the TID. But as I stated, I couldn't get the email to send.

My question is, is this considered scamming? I don't really want to get banned from buying/selling, but I want to make sure I am doing everything right because I am relatively new.

Scamming is when someone takes your product and does not pay you for it.

basically a scam involves taking either someone's hard work, a precious product they acquired, or their money, without giving them the agreed value in return. If he originally accepted that you could not get the email to work, he has no grounds to call it a scam.
Don't worry, if he makes a scam report M6 will deal with it. I've hardly ever known him to be wrong.

You have to give whatever you said you would give. Before making the deal, you should clearly list the items you are going to give. If you don't give everything you've said, yes it is considered as scam.
