Devouch. I run a development team and contacted this user or the user who runs this account. Wasted my time. After creating a ticket and having discussion with me, user left the ticket during it's creation and blocked me.
Can't say for certain whether the user is attempting to scam, but definitely DWC & a devouch from me. I'm sick of this happening and will be devouching / neg repping all users who do this from now on.
