I'm looking for a plugin that freezes the server (stops player movement, chat, any interaction with the server, tnt blowing up, etc). That is 1.7 compatible. Basically only players with a certain permission can bypass the "freeze". But the server is frozen as a whole.

If you have a plugin like this, please let me know!
