Deny Players From Certain Region

I am using WorldGuard and can't seem to find a way to deny certain players from a region. All players inherit the same group so I can't only allow access to a certain group. I want to be able to do a command like /rg deny <player> or something related. I have WG Custom Flags plugin but all the plugins that go with that dont seem to work anyways so idk if that thing even works. If you need to make a possible completely unrelated plugin to worldguard just let me know the price. Not sure about price range yet,

if its not that, switch the areas of region and player.
