So I’m trying to create a network that allows both Java/Bedrock players to join and enjoy. I plan on having Factions Comp/Casual realms, HCF, Kitmap and Practice.

I'm assuming you're requiring basic experience and basic vouches from a config and not a full on dev with resume/more extensive experience because of the nature of the role.

I find it kind of strange that you request a developer to work on your network. But there's no payment to compensate for the work they have to deliver. On top of that, you also state a few requirements for volunteer work.

I understand how this would make you feel but we just don’t have the funding atm to give seeing as we everything into getting custom plugins, builds, logos, and hosting

I highly doubt a proper developer would work voluntarily for a Project that hasn't been released yet. But good luck with your search in finding one!
