I recommend adding more information like pay, what kind of development you need done, how many hours you expect them to work, whether you're paying them by time or by project etc.

If you read the title, it said FREE, I'm assuming he wants free dev work.

Yeah, I was just hoping it was a joke, since he plans to run a network without paying for devs.
