Developer, small plugins, paid well

I am in need of a developer to create small plugins on the server, that will greatly effect the gameplay of factions. I won't spread the details of the plugins, but they are all linked greatly to factions. My pay range will be from $5-$20 (but going beyond $15 for the plugins I need would be ridiculous).
