Hey everybody,
First, I made a thread on the Plugins subforum about a similar issue to this. Feel free to read it, it has lots of information about what to include in a development request: http://www.mc-market.org/threads/186598/
That being said, there is one issue that is not addressed in that thread, that I feel is just as common of a mistake, just moreso made in Development subforum in particular:
Don't offer donations as payment. I'll say it again. Developers don't like offers where the payment is donations. Any experienced or decent dev knows, either from firsthand experience or from the multitude of other developers, that when you offer to pay a developer with donations, that is not guaranteed. I personally have been screwed by this before, and as such I will not even consider accepting an offer where I'm being paid by donations, unless the server is already running and can provide recent proof that they are currently receiving large amounts of donations, and even then I still strongly prefer to be paid by work.
The moral of the story here is as follows: TL;DR: If you want good developers to answer your requests, offer them a budget, not donations.
As always, there's a footnote: There'll be somebody in the community who'll respond, possibly even a good developer, to a donations based request. I'm not saying that you will get no good developers who respond, I'm saying that you will get exponentially more offers from higher qualified individuals if you offer them money instead of donations.
