Different resource packs for different player

Hey.

I need a plugin that makes so different players can use different resources. It need to be permission based and work with 1.9. Also when i'm buying this i will have full permission to do anything i want with it.

I have found a few plugins that does this, but none works with 1.9.

It's okay, maybe i should have been a bit clearer. My budget is not that big for this plugin around $15.
