Disable combining fishingrods in anvil

Hello, I am currently in need of a plugin that disables being able to combine fishing rods in an anvil, this is to fix a bug with a fishing rod plugin, basically you can level up your fishing rod and then combine it with a normal fishing rod and it bugs it out so you get much more xp and money from fishing.
