Disable resource approval for reputable sellers

There is no reason to disable this for 'reputable', since the definition of reputable is vague as fuck. Even if you have 50+ positive rep that does not stop you from making a bunch of fake resources. sure, it'll get you in trouble, but why risk it?
The only reason resource approval is even an issue right now is because Justis is having some PC problems that stop him from approving all resources within 24h like he usually does.

Resources aren't only rejected if they purposefully break rules, but often reputable people can either make a mistake or forget. One of the many things that Justis checks is that there are no premium plugins in a setup and that check needs to be done whether you're "reputable" or not. He also checks the quality of resources.
