Abuse should actually be punishable, not just "u might be punished"

Abuse should definitely be punished, but the fact it actually triggers alerts is extremely annoying. Every other alert trigger has a turn off option, except this one.

In the shoutbox, people can tag like this "Fox_" and it sends you alerts off this. I am not saying to remove it, but to give it an option to turn it off.
