Disabling faction claims in spawn/warzone enabling in wild.

Ok so I have a faction server and I need it so that people cannot claim in spawn as I cannot claim it due to it not being on chunks.
People say that you should do this:
Change this

"worldGuardChecking": false,
to this:
"worldGuardChecking": true,

Which I have done but now people cannot claim anywhere it says they have to claim from border of territory. Any help thanks.

I dont think thats the right thing to change
