Disabling parts of Vanilla repair

First Option: I need a plugin that will make it to where it will disable vanilla repair (Anvil and Work Bench) but sill allow enchanted books to be put on an item along with renaming that item in an anvil.

Second option: Disabling the ability to repair enchanted items while retaining the ability to repair basic items is acceptable if the first request is not possible. But the anvil still needs to retain the ability to add enchanted books to equipment (And enchanted equipment)
