Disallow new members to start a thread in Recruitment & Staff

Now, I know many people will disagree with me on this but I find many new members come to this forum searching for staff and have no real idea how to run a server and find it a hideous idea to even think of paying someone for their hard work.

I am proposing that people either under a certain message count, reputation, or reactions should not be able to start a thread.

I would like to know what you think of this, and sorry for this being so brief.

Its essentially the same with all the sections not just "Recruitment & Staff", and New Members should be able to show their creations and take criticism thats how they learn.

Users with 1000 messages and 100 reputation could be completely unaware of how to run a server well and new users who joined yesterday may already have 8 years of experience owning a minecraft server.
