will add them to the next possible rank

So there will be a list in a config
Like this



Head-admin
admin
moderator
support


so say if i do !promote 2342GRE231

and i was a moderator it will put me to admin

and same with !demote so it will put me to support and if i do it again it removes support completly

seems very simple not looking to pay much but yeh
