Discord integrated (webhook) Instagram story and twitter post monitor

It essentially should allow me to add certain profiles to the monitor by doing a simple command "!add usernamehere" and then when the twitter post/instagram story is posted, it will use the webhook to send it to a discord channel in realtime. (This should be done using twitter and Instagram's official libraries - https://developer.twitter.com/en/docs/developer-utilities/twitter-libraries.html) This can be done without literally any money spent for the APIs (standard/free apis). No I will not accept you using IFTTT because I could do that myself and the speeds are horrible.

This is a long-term project and I am willing to pay a decent sum of money. Please do not respond if you do not have any vouches nor a portfolio.

This is PHP based, as discord uses webhook.
Java won't be fitted much as the APIs are going to laggy a little or the code.
PHP works well with those and process it faster.
