is using tokens to get a lot of fake members into a discord (not harmful though no spamming or anything) against discord TOS if so which rule does it violate? Also is using a mass dm bot against it to? If so which rule does it violate.

Iirc, using mass Discord tokens is different to a self-bot, as is getting fake members in your Discord?

Automating normal user accounts (generally called "self-bots") outside of the OAuth2/bot API is forbidden, and can result in an account termination if found.

No, DM botting falls down exactly under here.
