Look around and try and look for a web address, if you can't find one that's attached, try using wireshark

That's usually the case when you use Internet Explorer; an outdated one that is (I haven't seen that in the new one).

It's nothing to be afraid of (As far as I'm aware), it's what the old IE does.

I use chrome.
If that's the case, you're more than likely infected. Chrome is not known to do that. Never in my 10 years of using Chrome, nor any of my friends have experienced that. Only in Internet Explorer have I seen that normally.

I recommend downloading Eset Online Scanner and Hitman Pro and run a scan with them both (Not at the same time) and remove anything it finds. If it finds something classified as malware and you actively use the program, or think you need it, just remove it. Not worth it. For all you know, that program can be a culprit.

As far as a RAT goes though, a RAT wouldn't do that unless the creator is that stupid. A RAT will mostly just key-log you, or give the person who ratted you remote control to your computer, what you see and ability to view/download/upload your files.
