Yes, you have to pay.

The reason it's premium-only is because of the amount of account-involved scams getting out of hand. So an association system was put in place, and the account-specific forums were heavily moderated. To prevent it from overflowing, premium was placed as a limit. Considering the average value of a proper OG account, this is a small amount.
