Where you join a server and type in /guide and it has ALL the info a player would need to know. Plugins, commands, Server rules, and a donation link. I really want to setup this gui but I dont have the budget for it, just hoping someone knows if theres a plugin for this or how to do it. Thanks!

This wouldn't even cost that much to make, as Jasmine said, skill and patience are is all takes.
