Does Paypal Goods and Services still protect loans?

Hi,
Im currently lending some money to people through paypal g&s. I was wondering if Paypal still protect lenders in the case of a scam and I don't get back the loan amount. I have a feeling I saw something/someone say they were changing this.

Can I still open a case/dispute if money is not returned ?

Pretty sure, I just got scammed on loan I did with G&S and I was safe, opened a dispute.

1. When filing the chargeback make sure you click the box which says "PRODUCT" and not digital services you will lose
2. choose not as described
2. When creating the message that will be sent to the seller (the person you loaned the money to) make sure you state that the product they sent you arrived damaged. (Do not mention you loaned them money you bought a product remember )
3. In the PayPal escalation message make sure you state that you have previously tried to contact them (do not try and show discord proof as proof just say you did) and it arrived damaged and doesn't work and you would like a refund as you are not happy with your product.
4. If the person doesn't reply you'll get your money in 10 - 11 days if they do you'll get your money back within 5 - 9 days

And if the scammer replies and says its a loan and i'm lying?

tried that, they sided with the other guy. Now I don't give loans any more

(as in, I tried saying it was a product but they other person called me out on loaning them. Paypal still sided with him despite not paying back the loan.)
