Does this guy seem sketchy?

I need feedback about this guy, I believe he is very sketchy and has a low rep, but still is putting up advertisements for needing youtuber. Basically, I had made a vid with him for $1 and he has never paid me for it. Here are the full on screenshots.

I know I may seem a bit stupid while talking to him, but doesn't he seem a bit sketchy? He has +1 reactions and like 1 vouch?
