Doing 3 Vouch copy plugins [0/3] Remain

Hello MCM Im new to making public plugins since most of my work has been private. So today i will be doing 3 vouch copy plugins.
Vouch Copy Plugins -
- 1 to 3 Commands
- Small config
- MySQL(Maybe)

What do you want this plugin to do. - I would like a staff chat plugin that is not quite as crappy as the one I have now. Basically, I need the config to look a little something like this:

TitleManager: true

The command that I need is /staffchat reload (In case I want to change the format. Also, the format for chat needs to be the same format for the title manager one. Title manager needs to have the same variables %chat, and %name. Also, I need the permission to be staff.chat; Also, make it so that when a message in staff chat is sent, it will make a "Ding" sound, to alert staff if they are afk. Please let me know if you can do this for me .
