Donation Claim plugin

Im looking for a donation claim plugin. I believe servers like SaicoPVP and CosmicPVP have them, where when you donate, instead of ranks + items instantly going to your account, you have to accept them through a GUI. This eliminates the risk of a random person chargebacking, then the account being banned unfairly. If you didn't pay for the item, you can decline it.

I'd prefer if the plugin was open source. I don't know java, but I understand other programming languages, so I can get the jist of it. I plan on intergrating it with a custom webstore I'm creating.

Shouldn't be much. I can't give a quote here and expect the developers to honor it, if you create a ticket and just copy your description they'll give you a quote instantly.
