Downloading Terrain (PLEASE HELP)

Hello Everyone,

So I'll get right straight to the point. When players try to join my server, their screen is stuck at "Downloading terrain" for a good minute or two. Sometimes they're able to join, sometimes not. I am getting really frustrated with this error, and I don't know what is causing it. I don't use any databases atm so idk if I need to or if using them causes more problems. I don't get any console errors when people are logging in. so I have no idea what can be causing it.

I am running Paperspigot with the recommended settings. I also changed View Distance in the server.properties to =6 instead of =10 to see if that fixed it, it did not.

My server has 16gb ram and an i9 9990k for the CPU. I have no idea why this is happening, does anyone know how to fix this?

If anyone knows a fix for it, I'll pay them to help me out.
