I have the Wacom Intuos Medium and it works great, I don't use it nearly as much as I'd like but it works perfectly whenever I do. You can find them used or refurbished for around the $100-$150 range (I have the old model), I know that's a little over your budget but I've found mine to work quite well. When I was researching for mine I saw a bunch of reviews for the huion tablets and those looked decent too.
