Drug Plugin

I'm in need of a drug plugin, either a suggestion of an already made one or someone who can make me one. I'd like for it to have plenty of customization so I can edit the effects each drug give when it is used. I want drugs to be grown or crafted from grown crops, examples of items that would be used as drugs would be wheat, carrots, potatoes, cactus green dye, coco beans, sugar, mushrooms, and cookies. Any help is very much appreciated!

Budget shouldn't be a problem, what should I expect to spend for a plugin like this?

By growing, do you just mean using default Minecraft mechanics for example growing wheat, and the harvested crop will give you the drug item instead of wheat, or a whole custom growing system? This shouldn't be more than $20 if you just want customizable effects when you use certain items (the drugs) and giving you the drug items when growing crops with Minecraft mechanics.
