Easy discord bot needed!

Okay, this is the info:
I have 5 different voice ''party channels'' Party 1, Party 2, Party 3, Party 4, Party 5
I need a bot to make a channel called Party 6 whenever there is a person in every party,
If there is one in part 6 aswell, party 7 needs to be created.. if there is someone in party 7, party 8 needs to be created and so on..
If there is noone in party 6,7,8,9,10,11,......... The channel has to be deleted again.

Is this easy to make?
If so, I can do this for a VC
If its medium to make?
ill add a couple dollars
Is it hard to make?
I dont need it that much, so not a big budget

Anyone can help me with this?
