Easy plugin! Strength II potion disable.

Hi all I need is a plugin that will disable anyone from drinking a strength II potion. They are extremely OP and I don't want them to ruin my server. Just make it so that if you try to drink a potion of strength II, you will not get any potion effects and there is a message that appears on the screen telling them that they cannot drink it. Please don't make the message ugly. No config needed, no permissions needed (everyone including ops have it disabled). I am willing to pay from $5-$10 for this plugin, thanks!

It'll work for 1.7+, and I don't mind anyone using it. It will break in 1.8 though.
