F**K Inbox make something like facebook where they have that lil bar where there is a list of people online and you click on there name and it pulls up a chat on the page and it dosent take you to a diffrent page because when your in inbox its hard asf because your have to refresh the page everytime

And how much custom development do you think this will take? probably enough that they'd have to invent a rank above Supreme to be able to afford it. And it's not needed, really.
The only type of shape this could take is similar to SB alerts, where you see what people say in a message they tag you in even while elsewhere in the forums. No interactive chat system like facebook. This is not facebook. We can manage just fine without the need to build a whole new conversation system from scratch.

because A. it's not needed, B. I would not actually actively use it, only if it was forced upon me, and C. it will take too much work and/or money to implement.

Well, if it already exists, I wouldn't mind as long as it's togglable. As long as we don't waste a lot of time, effort and money on it.

Using whispers in the shoutbox or private conversations is already a thing. I really don't see why another way to send messages would be beneficial. Use Skype or Discord if you really want to talk to someone more easily.

Siropu Chat already has private conversations enabled and is quite useful for as a perk. The only issue is that staff can't view any private conversations or it'd be really hard to find them when I ran LH
