Eco Spawner Teir Upgrade + Mining Rewards Plugins

SPAWNER TIER UPGRADE PLUGIN
Basicaly i was wondering if anyone can config my Spawner Teir Upgrade plugin to make it so you have to pay with money to upgrade the spawner instead of having to use exp to upgrade the spawner.

MINING REWARDS PLUGIN
if you have played mineagepvp before you know that when you go mining there is a change of you getting a random item. well if anyone can make a plugin like that pm me! Basicaly what happens is when you go mining their is a chance of you getting a random item but for my server i want it so you get a change of getting a miners key but theres a low chance of you getting it.
