Most likely.

One setting up permissions is quite easy, it just really depends on your permissions plugin.
For example (PEX):

"/pex group create (group name)"
"/pex group (group name) add example.test"
A "permission node" can easily be found through the plugins config or the post where it was released. (This is uncommon for plugins that are leaked.)

Adding prefixes + chat plugin (normally Essentials Chat or integrated chat plugin.)
"/pex group (group name) prefix "&8[&6Test&8] &a" that right there would appear as -

If done correctly, "Minecraft_User" as in the players username.

To assign people these ranks the commands would be -
"/pex user (name) group set (group name)"

Just really basic stuff, you don't need someone to configure permissions for you really.

Yeah, permissions aren't hard but some people still charge.
