Elo system

Hi guys I'm looking for a elo plugin, if you have played any potpvp server you should know what it is. If not, I will explain what I want.
So basically when a player kills a player he has 1 kill, if then the same player is killed he has 1 kill and 1 death. So what I would like as elo formula (it's not the original one) is elo=kills/deaths.
So the plugin must have a command /elo (without arguments) it gives your elo and and if it is /Elo <player> it gives you that player's elo.
Also the most important thing is that I want a prefix in the chat for every player so when they speak if appears before their name [ELO] playername : message. Of course ELO, should be replaced with their elo(number). And I what it to be in a config.yml son I can edit the colours of the [ELO] like &4[&5ELO&4].
Thank you, and I need to say that my budget is big. But I will not pay an amount which I think that is not appropriate. So if anyone is interested please leave a comment detailing how many time will it take you to do this, the price, and the method of payment, by method I'm saying if it is for example half before starting the plugin and the other half when it's finished or things like that.

I doubt you're a real Dev, or you Skript. This is a long and tedious plugin. This doesn't just take a couple hours of non-stop work. You have to add a calculating system and a whole bunch of other shit. 1 post and it was your comment on this thread.

Unless I'm reading the request wrong this is not that difficult. It will take 3 events, 1 command, a little bit of configs, and a little bit of sql. It would take like 30 minutes to do.

Now I might be completely wrong, but I read the request as he just want's a basic k/d plugin. I personally think your trying to make it sound like a hard plugin so you look good and can get more money.

Depends I guess if you do it so if you lose to another player with lower elo you lose more etc, dunno though.

You missinterpreted what I said. I don't think you've played Badlion and/or Kohi or any practice PvP server containing a ranking system. What I got from the OP, is that he wants sort of a ranking system. But from my experience with these types of servers, is you start with a set number of ELO. And it is reduced or increased based on if you win or not. Say, I have an ELO of 930 and the person I'm going up against has one of 1500. When I win/lose the plugin will calculate my ELO after winning/losing and print out the number to me and my opponent. I probably misread somewhere. But the title is a bit misleading. Basically what he wants is a KDR plugin which would defeat the purpose of the ELO feature.
