Do you have a separate plugin that is tracking data of that item in that specific slot? as it seems to lose it's level once it goes back in the slot it was previously in.
I have see player inventory, that may be the problem, not sure if i have a plugin for that specific slot though since when I do one of my kits that has the tools enchanted, they go to efficiency 10 instead of staying at efficiency 11+
