Enderpearl Cooldown Addon

Sup fams.
I'm looking for someone who can add something to the Bukkit plugin "enderpearlcooldown", it should be fairly simple. Here's what I want:

- Player throws pearl
- You get 15 XP (as per 15 seconds cooldown )
- Will slowly go down, 15 lvls, 14 lvls, 13 lvls, etc.
- After you hit 0 it's over and you can throw an enderpearl again.

I personally think it should be pretty cheap. Shortninja66 only wanted $3, but I don't know if you guys want more..
