I help set it up nicly but not a design

I have it setup for the most part, I just need someone who knows how to code a theme for it basically that will have the players online, and a nice custom quick tab bar, and just clean it up a bit.

I am not gonna pay 140$ for something that I will not know how to setup, so then after that I will have to pay for someone to fully set that up, that will cost between 50-100$, no website is worth ~300$.
