Entire Custom World

Hey guys!

For a new server I'm bringing up, I need a custom map made. Basically, an entire world, sized at 8k x 8k blocks, with a surface area of 64 million. This map will be a crucial part to the server, as it would be incredibly hard to do without. I am wanting it to be a whole bunch of floating islands in the sky, with no ground underneath. (So if you fall, you die in the void) Details would be great, but if not possible, not necessary.

Will it be easy? Probably not, I'm not familiar in this type of thing. I'm wanting to pay probably between $100 and $150 for this, not on a gigantic budget.
